The amended Act on the School Education System abolished the provision whereby the State was required to provide pupils with textbooks. The Act also established a mechanism for admission of textbooks to use in school. The Ministry of National Education keeps a register of textbooks recommended for use in school; this list is usually published four times a year in the Official Journal subscribed by each school. To include a book in the ministerial list of textbooks, the publisher should submit to the Ministry four favourable reviews, three reviews covering the contents of the book and one assessing its language. Textbooks may be reviewed by authorised experts who are nominated by the Ministry of National Education from among candidates proposed by higher education institutions, other academic establishments and province-level in-service teacher training centres. Reviews are ordered and reviewers paid for their work by the publisher.
