I've worked as an Electrical Engineer (US English native) for over 15 years in the telecommunications industry. The proper translation is "distribution cabinet". "Frame" and "Panel" are wrong, since these are not enclosures (szafa is a type of enclosure). "Box" is somewhat better, but the normal industry term is "distribution cabinet".
