However, in (Br.) usage, this is moat often a pprtable office found on, for example, construction sites, at crime scenes and scenes of catastrophe. Perhaps the context here means that people are living in portable offices?
If, however, they are similar in design, but intended for residential purposes, then in Br. E. - 'mobile home' and in Am. E., as you've already noted - 'trailer'.
