In "defining", aka "limiting", aka "restrictive", relative clauses, relative pronouns such as "that" or "which", for instance, cannot be preceded by a comma. ;-)
"Graver's grammar provides four instances where, according to prescriptive grammars, "that" should be used instead of "which""

It looks like both can be used here without violating any prescriptive rule. Swan, Graver and Biber in their grammar books provide a few examples where only one of them can be used.
