I have trouble figuring out where the participle clause "zgodnej z potrzebami" ends, that is whether it should read "z potrzebami oferty" or "oferty wspólpraczy". In either case, I am quite puzzled as to what the meaning could be, but perhaps this is just due to my poor comprehension of Polish.

zgodnej z potrzebami, oferty współpracy gospodarczej i infrastrukturalnej.
zgodnej z potrzebami - meeting/satisfying the needs [needs in general, existing needs]
As it was said in the discussion, "offer" can be replaced by "proposition/plan" (as such is the meaning).

That's a twisted bureaucratic newspak, unfortunately.
IMO the autor intended to say: ...na temat oferty współpracy w dziedzinie gospodarki i infrastruktury; współpraca ta powinna być efektywna, a przede wszystkim zgodna z potrzebami.
My guess is that "a przede wszystkim zgodnej z potrzebami" should be treated as a pre-modification of "oferty wspólpracy gospodarczej i infrastrukturalnej". So the offer is expected be both effective and in line with needs. Otherwise I would use some other word instead of "potrzebami" - "wymaganiami oferty", for instance. But do not ask me "what needs" - too little context.
Anyway, going along the lines of "a demand problem" is completely wrong - I am sure such meaning was not intended.
Perhaps the word "oferty" could be substituted with "option/proposition/plan".

The conference is - as I understand it - supposed to generate a discussion on cooperation.
Now, my first thought was that "oferty" means demand in the economic sense ("we have a demand problem these days, lets talk about how we can bridge it by working together"). But if we allow for this interpretation, would the Polish text then not be very poorly formulated? I am really not that good at Polish so it is kind of difficult for me to judge this.
Smysl v puvodnim textu neni jasny, dle meho nazoru. Chybi tam carka, ktera urci k cemu patri oferta - nabidka, jestli jsou to potreby nabidky, nebo neurcite potreby ktere jsou treba popsane nekde jinde, a stejne tak, jestli se jedna o debatu ohledne spolupraci nebo nabidky spolupraci: asi vetsi smysl dava "potreby nabidky". Takze debata na tema efektivni spoluprace hospodarske a infrastrukturalni, ktera hlavne bude souhlasit/odpovidat/reagovat na potreby nabidky. Does it make better sense?
The typo is mine, I am afraid I am really bad at Polish spelling, so apologies for that. Unfortunately, the Czech translation does not really make that much sense to me. Are we really talkiíng about "cooperation offers in line with needs "? What needs?
