If XX is FBI or the Police, then siphoning is probably ok. On the other hand, if it is a Polish regulatory body, then I believe it can mean a withdrawal of money by a rightful owner and what is being checked is whether this was done within regulatory contraints and whether it affects materially the financial standing of the Polish bank. Given the recent hype and financial sector crisis, I suspect it is within the latter meaning, so please consider carefully whether siphoning is the right expression.
