Polish to English translations [PRO] Social Sciences - Government / Politics / civil service / public admin.
'Who need civil service?' is not grammatically correct. The only time it could exist with out an article is if it were followed by another noun eg:
'Who needs civil service rules and regulation?'
(Above should read 'eg.an English person'
This sentence must have an article:
'Who needs a civil service?' if we're putting a general question, or:
'Who need the civil service' if we're talking specifically of one particular civil service, eg. and English person talking about the UK's
