resolution, nor shall the mover of a resolution move any amendment thereto, unless a majority of those present and entitled to vote at the meeting shall so decide.

Councilmember Bill Perkins, who presided over the hearings, called the resolution move to "roll out the mat not just for the RNC, but the same sized mat for protesters."
