County is gmina in Polish. DIstrict is dzielnica. All legal translations that I've seen use voivodship.

The difference lies, in general, in size and subjection. Woewodztwo consists of several gmina which report to the head of woewodztwo. Bur if you seek a translation I think it is better to leave both words as they are and give one-word explanation in brackets. For example, woewodztwo (county). Hope this helps.
