mi sembra che tu invece intenda la frase come "Questo requisito non è accompagnato da..." dove poi, giustamente non si vede il collegamento con la seconda parte della frase.
Io leggo la prima parte come un riferimento a ciò che è stato detto prima nel testo. Come nella frase "Ładna ta dziewczyna, a przy tym niegłupia".
Nel nostro caso "przy tym" non si riferisce alla parola "wymóg", ma a quanto è stato detto prima. Non è "e A QUESTO requisito".
