Explanation:
This is just one suggestion.

The "crédito-prêmio de IPI" was among one "seam" of tax litigation from the mid to end-1990s in Brazil.

If I'm not mistaken, it all started in the 1970s when a decree by the federal government established that exporters would be entitled to a financial credit in an amount equal to the IPI (excise tax) charged to goods they exported. Later the government revoke that body of legislation, but apparently did not do it through the constitutional channels mandated at that time. Somehow it went dormant for a decade or so until lawyers and businesses discovered the 'seam' and started going suing the government on the grounds that since the decree had not been revoked pursuant to the constitutional method then in force, the credit (because the related decree would not have been revoked at all) was still recoverable and they had a claim on amounts due.

Many businesses were granted their pleas in court, and as a result started to recover lots of money which in turn lead to higher income tax because of this added financial revenue.

Hence the cascading effect. Of course there might be other options, as I said this is my suggestion based on my personal knowledge of this matter.
