"Social charges" does not tell the US audience anything!!!!!!. But it certainly shows up as an accepted translation in Brazilian links.
I have seen many different renderings from distinguished sources. Benefit contributions, for example. Payroll taxes. Or the two together.

Here's the definition copied from Veja Magazine in 1996. It is very comprehensive, including a lot of "trabalhistas":
"é tudo aquilo que pesa na folha de paagamento que não seja salário efetivamente pago por horas trabalhadas. Inclui, entre outras coisas, a contribuição da Previdência, parcela do FGTS, taxas para o Sesi, o Senai, e outras entidades, incluinda feriados e fins de semana, 13th salário, e adicional de férias,"
