Binding of a payment

Explanation:
A palavra vinculação implica em amarrar, sujeitar. Assim, por exemplo em inglês: "this agreement is bound contractually to the payment of the debt". Como a frase contém a palavra "vinculação", a tradução correta é "binding".

required payment(s)

Explanation:
Required payments are contractual and opposed to optional payments. They may be stipulated by governments, insurance companies, credit card issuers...

For Brazilian legislation, see Title VI of the Constituição Federal.
For use of the term in English, consult the IRS: For the required payment computed using the net income from the base year ending ...

More context would have helped, by the way.

funds to be released/funds reserved/funds available/ for required payments: whatever fits best

A simple example: When you go to the market to buy bread and cheese, you pay for the bread and cheese but are also required to pay sales tax.
The food purchase and the sales tax are linked (vinculados).
