Art. 12º - A dimensão máxima para a altura do engenho publicitário, colocado com projeção sobre o passeio público é de 1,50m ( um metro e cinqüenta centímetros ).

I'll stick to the "simple English option," but I also think that depending on the sentence, it will be necessary to use advertising device or outdoor advertising device, as suggested by Marlene, because "engenho" can be the equipment on which the sign is placed.
