disagree  coolbrowne: Sorry. The definite article ("os direitos..."/"...the rights") require said rights to be explicitly specified, so "rights must come at the end of the unfinished phrase (and the plural "treaties" does not agree with "protects")

Explanation:
being a signatory to a treaty is the normal way to say it in English. I think there should be a comma before "that', to help the flow of the sentence.
