Apesar dos falsos alarmes e do fato de que a posição brasileira não está realmente definida, os movimentos temem concretamente que o Brasil repita a postura pró-transgênicos adotada na MOP-2, realizada no ano passado. Representante do Fórum Brasileiro de ONGs e Movimentos Sociais pelo Meio Ambiente e o Desenvolvimento Sustentável (FBOMS) no Comitê para Preparação da Posição Brasileira que foi coordenado pelo Itamaraty, Maria Rita Reis lamenta que, faltando dois dias para o início da MOP-3, a palavra final do governo ainda não tenha sido dada: “A reunião do Conselho Nacional de Biossegurança, que definiria o tema, foi adiada e não tem data para ocorrer. Ao que tudo indica, caberá ao presidente Lula decidir a postura da delegação brasileira. É inadmissível que quaisquer outros critérios, que não os que digam respeito à biossegurança, sejam adotados para definir as regras de identificação no âmbito do Protocolo de Cartagena. Além disso, casuísmos só gerariam ainda mais dificuldades na implementação das normas, já que as decisões sobre a identificação demandariam um processo negociador para cada OVM (Organismo Vivo Modificado)”, disse, em nota divulgada pelo FBOMS.

CASUISTRY
The word casuistry (literally “concern with individual
cases”) has been used in three different, if connected
meanings. In its widest sense, it has described a men-
tality which pays closer attention to the concrete in-
stance than to abstract generalities. In a narrower
sense, it has been employed to characterize legal sys-
tems like those of the Anglo-Saxon countries under
which all-inclusive norms are derived from judgments
in particular lawsuits, instead of being laid down
beforehand in rationally elaborated codes. In its nar-
rowest sense, it refers to the use of subtle definitional
distinctions in the handling of ethico-legal or purely
ethical problems with the aim of drawing fine dividing
lines between what is permissible and what is not. As
this technique has at times been applied in order to
excuse crimes and sins and to exculpate criminals and
sinners, this last usage of the term (at present the most
widespread) has contracted a definitely pejorative
undertone.

specious arguments


Explanation:
From my Collins dictionary:
specious. 1. apparently correct or true but actually wrong or false. 2. deceptively attractive in appearance

I think this is a more commonly used term than anything to do with casuistry, which is too much of a specialist philosophical term.

Explanation:
A little less cynical. Readers may not be familiar with all the definitions that Marco cites and may associate "casuistry" with its negative connotation alone.

(My Aurélio [the edition he published personally in 1975] gives the same two first definitions that Marco cites, but the third one is quite different: "3. Exposição de preceitos morais ou juridicos por meio de problemas concretos.")
