Chosen for its conciseness. I might even ditch the word 'work', as it's obvious from the context. Translating verbose texts presents problems of selecting which bits to cut out. My confusion arose from the fact that I couldn't see the difference bteween the titulares... and the rest of the staff. But 'officials' at least offers some difference.
