E deveria ser incorre, porque o sujeito é esta visão de corrupção. E vem vou mencionar a vírgula que falta.

Não me parece correto usar o termo bias em inglês, que tem significação negativa:
a particular tendency or inclination, especially one that prevents unprejudiced consideration of a question; prejudice
