I wonder if it could be that the STUDENT's academic year is 1990 i.e when the student first began school when they were younger which would make sense given the date of birth, do you think this could be a possibility? If so, does anybody know how we say that in English?

The student entered the university in 2003 so I don't understand how it can be academic year of study because in 1990, they wouldn't have been there? Are you sure that's what it means? I think Sheila's idea is possible.

nao sempre coincidem o ano cursado e o ano de emissao. E provável que o aluno é convidado a re-lançamento dο certificado.

I don't think it can be the year the transcript was created because there is another field called "emisao" with a date in 2009.

...but was yet not recognised? There are some insitutions that will put that piece of information as a way to show how long they have been teaching the course. You might find this kind of information in the university's site, in the course department area.
