Portuguese term or phrase: PARECER CIRCUNSTANCIADO SOBRE OS TÍTULOS
This is the title heading of a sort of certificate or testimony by a certain qualified person atesting to the bona fides and legitimate qualifications of a proposed candidate for an intended position I suppose?
The below text is the start of the testimony but is pretty irrelevant to my question, I guess?
