I have a description of a road being built in Portugal and need help with:

Inclinação máxima em perfil longitudinal das ligações de 17 % e dos restabelecimentos de 28.2%;

I understand that ligações are the intersections but am puzzled about restbeecimentos in particular

Level crossings (ligações) & reconnections (restabelecimentos)

Explanation:
The "ligações" are, in fact, intersections, but the technical tem is "level crossing". Now "restabelecimento" refers to reconnecting another cross highway, via underpass or overpass, after it has been cut by the current highway project, that is, to re-establishing the integrity of that other highway.

Yes, kashew has a point. I guess that [highway x railway] is what is most people will associate with "level crossing". Maybe level intersection would be a better fit.
