Para ter no máximo 250mm de altura tem de ser o base lift (kicker lift), no entanto a informação é pouco concreta. Acho que está correcto e deixo aqui os links que me convencerem.

The lift height, the spacing between ledgers, is 2 m, although the base lift can be up to 2.7 m. The diagram above also shows a kicker lift, which is just 150 mm or so above the ground. de http://www.bmhscaffolding.co.uk/scaffolding.htm
Pelo que percebo é kicker quando é baixo e não tem placa e base quando é kicker ou quando não existe kicker. Digo isto porque grande parte das vezes que o termo kicker é usado base é usado em conjunto.
