Traduzi a primeira aparição como "standing out as the major national center of service"; e a segunda como "technological center". Queria saber se o uso da palavra "pole" caberia também para o inglês, já que em m dicionário encontrei "any fixed point of reference", o que é bem próximo do sentido figurado pretendido, mas na internet não encontrei uso de pole nesse sentido (exceto em textos em inglês feitos por brasileiros).

In my experience, 'services' is one of the few words that can retain the plural when used as a premodifying noun. The singular and plural have different meanings. The plural emphasizes the individuality and diversity in the types of services.
I've been seeing the phrases "health service" and "health services" used as premodifying phrases since I started working for the World Heath Organization in 1964, and they don't mean the same thing.
"health service reform" means a reform in the way health service is provided;
"health services reform" is refers to reform in the structure of the services
The same logic applies here. A variety of different services are being pooled together at this hub. It's a subtle difference, but one that I defend from based on a long career of using both forms as premodifiers.
