The singular and plural have different meanings. The plural emphasizes the individuality and diversity in the types of services. I've been seeing the phrases "health service" and "health services" used as premodifying phrases since I started working for the World Heath Organization in 1964, and they don't mean the same thing. "health service reform" means a reform in the way health service is provided; "health services reform" is refers to reform in the structure of the services The same logic applies here. A variety of different services are being pooled together at this hub.
