So if I understand you correctly, (1) "cotada no mercado" = 'listed on' a particular exchange, meaning that the stock is one of the stocks included on that exchange; and (2) "ações estavam cotadas a 15.4 (for example)" = 'shares/stocks were quoted at 15.4', referring to the current price. Is that correct?
In the present case we have two clues that it's the price: "cotadas" is plural, and the preposition "a".

Quotes on the stock market in English are exactly as you say, Muriel, the price on the stock market. However, in Portuguese you can say "a empresa está cotada no mercado de Nova Iorque," for example - in which case the translation would be "is listed on the NY stock Exchange" or you can say, "a ação está cotada a $2.03" in which case we are talking about the price of the share on the stock exchange at a given moment. I know because I used to work as a financial reporter in both Portuguese and English for Reuters and Bloomberg. Both uses are very common in Portuguese, I translate them practically every day.

The "quotes" are the prices for which a share/stock is receiving offers or is being offered for sale at any given moment on the market. They are the numbers that are changing every nanosecond on the computers.

é necessário mais contexto para saber se estamos a falar do preço a que as ações estão cotadas no mercado, ou se é o acto da cotação em si. Pelo facto de dizer "cotadas a..." parece-me que se está a falar do preço mas sem o contexto adicional não posso dar garantias.
