O PAB é um aplicativo utilizado por meio do sistema Prisma, que é o sistema das Agências da Previdência Social, e do Sistema Único de Benefícios, sendo que este é utilizado apenas para atender a situações excepcionais de pagamento, ou seja, quando ocorre algum problema no processamento mensal.

More context would be helpful, but perhaps it means that the annual fee cannot be paid through deductions or exemptions from payroll, alternate benefit payments [seems to be from the INSS social security system] or sub-segments (??).
