This is a "supply-side" proposal for ameliorating the economic woes in Brazil. Earlier the document refers to people taking to the streets in England to protest the policies of Margaret Thatcher. That's the only previous mention of streets and I don't know if it's related.

A trauma is associated usually with physical or mental injury of some sort. In terms of policing, and in social contexts, I would use something on the lines of "disruption".

"But in a statement confirming the decision to call off the parade, the band secretary George Spence categorically denied it was racist and an attempt to CAUSE DISRUPTION ON THE STREETS in the run-up to Christmas."
