I have several ideas to point out here:
1. 'Superintendancy/-ency' exists in English, but it's usually an institution at the national level. You wouldn't see it at the municipal level.
2. As you well know, a "municipio" in Brazil is not necessarily urban. This agency is more likely to be concerned with rural land within the municipio.
3. I translated a book from Spanish entitled "Uso del Suelo," which was definitely about land use. I think it's safe to assume that "solo" parallels the Spanish "suelo" in this case.
