agree  Paula Vaz-Carreiro: Yes, but I would prefer "speak with..." rather than "talk". "To speak" is better for this context, i.e., that of addressing an audience, as the original seems to imply.

  -> Thank you. I prefer "talk" because "speak" seems too one-sided, and to "speak with authority" does not (in my understanding) make what is said correct, while talk (again in my understanding) does, and that seems to be the point in the original.
