This is a reaction to an article written about prison overcrowding. The author argues that we should stop blaming the government for the criminal life that some choose to live. I'm stuck on the expression "jogar fogo".

"O problema é carater mal formado de pessoas que conseguem jogar fogo em seres humanos iguais a eles. isso é culpa do governo??? Caso a pensar..."

Thanks for the responses. I'm thinking that the literal translation won't work here. I was hoping that if it was an expression somebody could enlighten me. It doesn't sound like that, though. Thanks for the input.
