Explanation:
In English, a "Registrar" is a *person* who is responsible for maintaining records of some kind. If anything, "Registro" in the present phrase would have to be translated "registry".

"Conservatoria" would seem to suggest an "archive" or "repository" (i.e., a place where records are stored).

Please see references for two examples of the use of "Department of Motor Vehicle Records", which has 3,730 Yahoo hits. In the United States, this is a function of each individual state government.

neutral  Robert Forstag: Except the term "conservatoria" suggests that the reference is to where records are *kept* or *maintained*, and not to where drivers have to actually *register* their vehicles, licenses, insurance, etc. Your term, and refs. all clearly imply the latter.
