Thank you, Paul and Ralph. The literal translation sounds really strange to me, and there are only 9 examples of it ("hypo-sufficiency") on the Internet (Google). There are nearly 600 hits of "under sufficiency", but it is usually followed by a noun such as "economy," and "lack of assets" makes sense, sounds right and is used more than 44,000 times. Thanks once again.

disagree  FILARDO: The concept is related with the equality of the parties in the relationship. the "hipo sufficent" party is the weaker party, or the party that has less bargaining power, not only less assets or wealth.
