Portuguese term or phrase: trabalhadores de carteira
I am translating a list of short job descriptions which includes one for "insurance premium collectors", who can apparently be "trabalhadores de carteira", can anyone suggest what this might be? Here is the context:
Cobrador - É o trabalhador que tem como função proceder à cobrança de recibos de prémios de seguros ou de quaisquer outros valores em Lisboa, Porto, local da sede da empresa ou em qualquer local da província, quando nestes tais funções não sejam desempenhadas por trabalhadores de carteira ou serviços externos.

agree  R-i-c-h-a-r-d: That's what I thought, immediately, although Douglas' answer scared me off. I would have put 'registered workers', perhaps.

agree  Gilmar Fernandes: Sure in Brazil "carteira assinada" is a registered employee ("on the books") however it would be nice to have confirmation from a fellow translator in Portugal to see if it means the same there.

neutral  Donna Sandin: I also immediately thought of "carteira assinada" but since it is Lisbon I have no clue! Looks like this person does a lot of local travel - might simply go around the area collecting and paying bills - a courier or glorified office boy (?)
