I used waterlogging for alagamento and flooding for inundação but I'm still not convinced...

Explanation:
I would turn them round- inundation is what happens when waterlevels rise due to constant rain which then cause rivers to burst their banks and inundate the areas close by with storm water, causing flooding.

Seepage is the gradual intrusion of water from one area to another caused by erosion of banks and restraints, or leaking,etc.Inundation is the act of being flooded out by something- flooding is really the end result of inundation.Even metaphorically:"We have been inundated with enquiries for tickets.The original trickle has now become a flood"(London 2012 Olympics administrator in the London Evening Standard 14/3/11, as the official 500 day countdown began with firemworks and a countdown clock in Trafalgar Square.)

Asker: I am still a litle unsured. The key point one is by - água de chuva, de tubulações próprias ou de cursos de água não navegáveis and the other invasão do local do risco ou do canteiro de obras por água de cursos d’água navegáveis So what you say is that inundation comes from "stale"water and flood from flowing water? What does the word seepage entails ? Maybe just a little vazamento? I am still stuck...
