Dec. 3.555/2000 “Art. 4º - Parágrafo único. As normas disciplinadoras da licitação serão sempre interpretadas em favor da ampliação da disputa entre os interessados, desde que não comprometa o interesse da Administração, a finalidade e a segurança da contratação.”

I think this is open to interpretation as more competition in the two senses: (1) to attract more bidders, and (2) to encourage each to offer their best bid.
