Inexigibilidade de Licitação Waive of Bidding Explanation: Dear Debbie: "Inexigibilidade de Licitação" means that, in the applicable case, a bidding is not necessary. It all depends on the respective regulations. In Brazil, for instance, government entities or agencies can make purchases without bidding processes if the amount involved is lower than a certain value (R$ 8,000.00, if I remember that well). Above such value, all purchases must occur by means of bidding processes. So, when a bidding is not necessary, there is a Waive of Bidding (Inexigibilidade de Licitação).
