A justice in a Brazilian court will say an appeal has been "conhecido" if satisfactorily to that justice the appellant fulfilled all such (usually formal) conditions as are required under procedural law or the court's regulations to be fulfilled before an adjudication can entered on the appellate matter, in other words, before any judgment can be entered with regard to the merit of the case. And since in Brazil anyone wishing to refer their case to an appellate court must submit a motion or application, yes, you are right, "conhecido" would mean that the court granted the appellant's leave to appeal. Conversely, appeals that fail to fulfill such requirements may not be admitted at the appellate court at all or, if admitted, be dismissed as "não conhecido" at a later moment when the court or panel has determined whether the requirements have been fulfilled.
