Porque a maioria das empresas/instituições governamentais, em face a um pedido de dia de folga para tratar de interesse pessoal, por razão de direitos trabalhistas, seja civil ou militar, ou irá considerar esta ausência como justificada e, portanto, paga; ou, caso não justificada, não concederá o direito. Como Hermenegildo menciona que há um estatuto e que este estatuto prevê esta possibilidade na cultura da SL (Source Language), então há que explicar que é "não pago" para garantir que a expressão será entendida na TL (onde pode não existir esta possibilidade).

Em minha opinião, o termo da TL (Target Language) necessita explicar que não é pago.
