Mark appears to be on the right track. Perhaps a Policial Flagra is an /arresting [police] officer/ and a Policial Portar is an /armed [police] officer/, given that the police have the right to arrest individuals in the act of commiting crimes (em flagrante), as well as the right to carry (portar) weapons.

Check out this page. It also deals with the flagrante question. The portaria policial seems to be a summary of the reasons for an investigation. The closest I could come in English might be warrant, but despacho is the translation for that. Portaria also translates as ordinance. Perhaps the portaria policial cites the ordinances that may have been violated.

I assume Policial Flagra is an abbreviation for Intervenção/Ação Policial em Flagrante, in which case Policial Portar is probably also an abbreviation.
