It seems to me the term is not used to describe function but those who, to quote the web site you cite "members of the faculty who do not hold temporary or visiting appointments" - and I wanted a short version of this. I may be wrong of course!

Hi David, I was a member of the senate for two mandates elected by students and during that period I was in effective duty office as counceler. \'Em efectividade de funções\' is not related to age but to your duly recognized position as member of the senate with full rights and duties, i.e. with an effective mandate or in effective office.

Hi David, yes now it\'s clear to me. You can say \"convoke(or meetings are held) by... petition of at least one third of the senate members with office capacity\". The context, and I assume it\'s related to statutes because I had to deal with tons of that stuff, refers to the actual members of the senate, i.e. that have been elected for a period of time.

One other thing. Usually you wouldn\'t need to say \'em efectividade de funções\' because we assume that a senate member is entitle to do his duties according to statutes. However, it may occur that some elected members may be deprived from their capacities for ponctual disciplinary investigation, temporary excuse from duties due to deplacement or other similar reason, etc and that member was not replaced but either cannot he/she take any action related to senate issues, and that\'s the reason I think it was inserted.

We must remember that "efectivo" in most contexts is not the same as "effective". Thesaurus shows 2 entries for "take office" (see below) and all we have to do is use the gerund to make the verb take the form of a noun.

A bit of a shot in the dark. This is the meaning, but I cannot think of an "overwhelming" cliché for the purpose. Anyway, Gross Googliology says: this seems to be used often enough.
