encouragement

Explanation:
The solicitation of cautionary measures
will be made through 'exhorto'("encouragements")
or letter rogatories which are equivalent terms for the purpose of the present protocol.
Não creio que haja a necessidade de traduzir-se exhorto, pois trata-se de termo do Latim aceitável em todas as cortes.

requisitions / exhortations / encouragements

Explanation:
Even though "encouragements" is a less antiquated term, it doesn't carry the full weight of "exhortation," which means to forcefully call for a change of action, sort of like a "demand" but less blunt. I would recommend "requisitions," which is defined by Merriam-Webster as "the act of formally requiring or calling upon someone to perform an action." You could also opt for the literal "exhortations," but "requisitions" sounds a little less 14th century.
