This is very helpful. I thought about ombudsman, but later on in the text I encountered "corregedoria", which, according to its description, more closely fills the role of an ombudsman.

Ouvidoria seria o departamento que serviria de ligação entre o usuário e a os departamentos da instituição que podem fazer/resolver algum assunto.
Dizia-se, nos EUA ombudsman, mas, agora, para ser politicamente correto, melhor dizer ombudsperson.
