The word "Petitioner" explains a role or function of the Exceptor or Mover, the terms given in the third answer and thus it might be more comprehensible to a lay person. Actually, I wanted to choose both the second and third answers as being appropriate. (I will see if that is possible, since this is my firt time using KudoZ.) "Exceptor" and "Mover" are also absolutely correct (as I have learned from Black's Law Dictionary) and from the ample references cited by the third respondent.
