Explanation:
This is a tough one, Matt! No satisfactory examples using 'organizing' or 'organizational'. 'Pattern' is what the author is talking about - pattern governing the environment. The notion can apply at both the phonological and syllabic levels. And 'pattern' (in the linguistic sense) is always difficult to translate into Portuguese.

If you change 'environment' to 'environmental', it starts to imply nonlinguistic environment. Here you want to be specific that it's the phonological environment of the sound or syllable.
