A análise documental da Secretaria Municipal de Saúde e as observações de campo possibilitaram a triangulação dos dados permitindo uma análise contextualizada nas três dimensões.
Os resultados mostram que a estruturação da porta de entrada mantém entraves burocráticos antigos, que funcionam como obstáculos ao acesso dos usuários aos serviços e reforça o modelo de atendimento centrado na consulta médica.
O acolhimento tem sido adotado como dispositivo que organiza a agenda do médico e realiza triagem de doenças, não tendo conseguido reformular os processos de trabalho.
