O redébito de despesas configura uma prestação de serviços sujeita a IVA, nos termos gerais do Código deste Imposto.

I am translating a financial report from Portugal which includes a table with an item "Redébito de custos" in exactly the same situation, A buys goods which B consumes, so A charges B for them. I understand it to mean "charging/billing forward" but don't know a good EN term for it...
