Trata-se de uma lista de medicamentos indicando quais são "tarja preta", ou "tarja vermelha". Penso que seria "black strip" ou "red strip", mas acredito não haver essa classificação fora do Brasil?

Ressalva: Como este tipo de classificação é exclusivo do Brasil (pois 'tarja preta' não é, a meu ver, equivalente a 'black box warning') eu traduziria 'tarja preta/vermelha' como 'black/red label', com uma nota explicativa em rodapé.
