I feel this is the best answer because even though the miltary is involved, in this case the emphasis is maintenance, and the definition given by Paul Merriam from Houais is relevant and the translation given by Paul Dixon seems most appropriate for the translation given by Paul Merriam. Marlene's answer of "deployment" and similar words is entirely appropriate when referring to the military actions themselves.
