faça uso

Explanation:
lançar mão = fazer uso

Frase famosa de D. João VI a seu filho Pedro, que veio a tornar-se imperador do Brasil e declarar sua independência: mandou-lhe que pegasse a coroa, antes que algum aventureiro dela lançasse mão.

As "resort to" doesn't fit it in the context, perhaps "to make use of" could be an option.

I should think so Amy, unless Rio de Janeiro has a different meaning in the context.

Asker: The "it" being Rio de Janeiro? Just want to be sure.

agree  Gilmar Fernandes: Yes. As you can see I'm still learning Brazilian idiomatic expressions. I was off...thinking it was the same as "abrir mão"

agree  Fernanda Abreu: I agree with this definition. Seems the best one considering the context.

takes it away from me

Explanation:
I was thinking of take hold of, seize/take possession of, but here I think Vinicius is afraid some malandro is going to take the city away from him.
I think this is the true sense here.

He equates Rio with a woman, kiss her before somebody else takes my lover away from me...
