Estava aqui uma resposta que foi escondida que me parece ser a mais indicada: "with copy to" porque é de facto o que se trata. CC não será só utilizado nos mails? Ou utiliza-se igualmente nas cartas?
Em vista do contexto posso dizer que se trata de "Letter with Return Receipt" (a pessoa recebe a carta e assina o recibo, tomando assim conhecimento da mesma).
