It involves a competitive exam for a public sector position. "Fazer" in this case does NOT mean to give or make, but to "take." Just as Brazilians "fazer" um curso em informatica. Take a course in computer technology. In contracting the term can be translated as: competitive bidding process, or competitive bidding procedure, orbid proposal process. |
